Create a Visual Composer WordPress addon - element

Project requires an element to be created with the ability to be inserted to any page as a visual composer element. (same way you would add a text block, image, blog loop etc.)
The element would go into the page header, and would be broken up into several sections.
Base of the element has 3 columns:
First column:
3 rows - image, and callout boxes with a title and one line of text. ability to specify how many boxes to be shown required
Second column:
Main image
Third column:
Image input field, that would have a negative left margin to adhere to the main image on desktop view.
Bullet points, with left-aligned circle icon for each bullet, and a color background. The number of bulletpoints would variate, so the ability to adjust how many bullet points to be shown is required.
Under the bullet points there is a need for a text field

On mobile view, columns need to show as follows:
First column - Second column side to side, third column with callouts underneath (mobile-example attached)
Functionality needed:
- ability to specify how many callouts are shown in column 1 (0-4)
- ability to specify how many bullet callouts are shown on column 3
- Column 3, be able to add custom icons for each bullet callout
- Change text size/weight for callout boxes in column 1, and bullet callouts in column 3
