Design Productivity Web App Software

I'm looking for someone to create a productivity app.
App will be divided into two sections.
Part 1. Web App:
Please see the Axure mockup with page notes & this video which will explain what it does.
Basically this will be to create to-do lists that track time users spend on each task.

Part 2. Will function like Rescue Time or [login to view URL]
where it will block the use of certain sites/programs that are distracting the user from getting things done. NOTE: THIS CAN ALSO BE DEVELOPED AS A GOOGLE CHROME WEB APP
Need this to be desktop app if possble, if not then a browser extension which can block the sites.
This app is open source here: [login to view URL] but for Mac. Is it possible to also create a Windows version of it too?
Right now coding language does not matter as you can propose what coding language you think is best for this. I think PHP may be best for the web app section.
