Fix laravel site with dashlite frontend -- 2

I have a laravel website with a dashlite frontend that a freelancer on here broke. I'm suppose to be able to post a project description from a iOS device and the project be sent out to users using Twilio SMS but that is not working but it was working great a month ago. It's also suppose to post the project in admin but I also can not see that. Another developer working on this claims it works on PC but this needs to work on iOS and Android mobile devices.
I also need the developer to maintain the current site. It mostly works, but sometimes I find bugs. I need a developer that can maintain the current code, fix bugs when found, and add features I request.
You will need to sign a non-compete and a non-disclosure.
Sicne that freelancer I hired here took the milestone payment, messed up the website and left freelancer I will not hire anyone that is new to freelancer or has few reviews and I will not be adding large milestone payments.
You can also not have access to the code until you are hired, so do not ask for cpanel, admin or ftp access until after you are hired. I can send you a link, but that's all.
