Make a Magento Store Builder

We would like to build a Magento based system that builds stores that act as staging sites for mobile applications.
1. User has products feeds from other sites already. It's in XML/ CSV format (as you prefer)
2. User submits it.
3. System then begins the set up of Magento with a default admin name and db name. 4. Once the site is created, the db is populated with values from the feed
5. The user is then redirected to the new Magento site with the products.
6. Orders are exported back to the original site.
