PHP program creates PDF based on an Image List

The goal is to take the images from a directory and to lay them out in a PDF, without the text. The program would read a file that contains a lits of images. The first image in the list would be the header logo. This image would appear in the header on every page with a thin line underneath, separating it from the content.
The content area would contain 2 columns. The program would import all of the images and arrange them into 2 columns. The program would then write out a PDF file. The PDF may contain 14+ pages.
The program would accept 2 parameters. The first parameter would be the path/filename of the data file containing the list of images. The second parameter would be the path/filename of the output PDF. The datafile could be an XML file.
