Security Script - Check For Exploits, Update

We are looking for someone to develop us a platform-independent security application/script. It can be written in any mainstream language you like (eg. Ruby, Perl). The application does the following:
Checks an existing regularly updated database (such as exploit-db or metasploit) for any new exploits for software built for the running OS.
Downloads exploits and executes them, checking if any were successful.
If an exploit was successful, download an updated version of the vulnerable software if it is available, or disable the vulnerable software if no update is available.
Create an report in HTML and CSS that can be styled later.
On first run, the script should check for all existing exploits for the current platform.
It is fine for the script to use/wrap around existing open-source software.
