Unable to turn off “Magic-Quotes” - PHP - Assistance Needed

I am unable to turn off magic-quotes in PHP. I am on a Mac running XAMMP. I have PHP 7.2.2.

I have the code below in my module:

“magic quotes was on” never prints.

I have the following code in /Applications/XAMPP/xamppfiles/etc/[login to view URL] -

I have the following code in /Applications/XAMPP/xamppfiles/etc/.htaccess -
