Write an iPhone application with Linux

I want to develop an application (Android and Apple) developed ONLY to receive notification from a Linux based computer (Raspberry Pi) wherever you are in the world (Right now Im using Prowl for Iphone, but I would like to have my own logo when I receive the notification). A plus would be to receive this notification with a picture if I have to. The smarthome brain have a local access to the Raspberry Pi to trigger the notifications that would be sent to the telephones I want to.
Here is a brief simulation of what I want.
I have a smarthome brain that can access my Raspberry Pi through a local server created on the raspberry pi.
Calling a php file will run a python script inside Raspberry Pi and would send a notification to the cellphones with the account registered with that Raspberry Pi
Only family members that have the app installed. I would like to target phones if possible, like, Only me receiving some messages or only my wife or it depends of the message, both of us can receive that message, also, notify some family members if there is an emergency, they can be alarmed as well once they have the app installed.
If a photo is uploaded to the raspberry pi, to be able to send that notification to the phones showing the picture right away (not having to open the app and download the file).
