Django Admin - Implementation of one new role for admin: country specific admin users

Within an existing django project one new country-specific admin user type must be implemented so that:
1)A country specific admin users has permissions for only his individual countries (e.g. France OR Germany OR Austria).
2) This country specific admin users only have admin privileges (read, write, delete, update) for only their individual country (e.g. German admin has only privileges to read German data)
3) The admin-views for country specific admin users must be limited (e.g. German admin is not able to see the table Payments).
4) There must be the possibility to change permission of country specific admin users within django_admin_panel (the general admin can read, write, delta, update) via the general admin.
The already existing general admin user is not limited to a certain country so that:
1) The general admin users still has permission for all countries (like France AND Germany AND Austria).
2) This admin must have all admin privileges (read, write, delete …) on all of the countries.
3) All django-views (or tables) must be visible for the general admin user.
