Python 3 init and logging written for our package

We are developing a Python 3 package for internal data management. We already have code which runs with credentials to web APIs. However we won't be sharing the credentials with you, so you will need to work with code that might not run/might throw exceptions.
We need a Python developer to do two tasks for us, and to document in comments and teach us how it works. This package will be used daily as software. Run on Linux (probably, possibly on Windows) by cron.
1) We need an init file written which manages the initialisation, including of the logging, and suggestions of how we can structure our code to work well with that.
2) The logging needs to restart daily, we need to log a variety of messages from data management tasks within this package in a way that gives us a good read-out. So you will need to give us links and suggestions for that too. If there is a way to internally handle the log management and archiving, you will suggest something there for that.
