Need Expert Access Database for Long Term Commitment

Hi,
I am looking for a long-term partner I can work with. I will have projects from time to time if a good price can be given I will give future projects.
Need an expert that can create an Access Database. This database will be used by 30 to 40 different end users so we must keep scalability in mind. The Access database should not run slow when multiple users are on the database. Each user should have a password so thy cannot go into another users data. Each user will only be able to update only his or her fields. The end user will have a Client to choose from, then enter in the production numbers and time. That is it.
There will also be an option for management that can look at the total production and hours for day, week, month with some dashboards that will be exported in excel file and an area to manage end users with their clients and passwords.
