Sitecore 9 Troubleshoot CD Server CPU 100% Consumption Slowness

We need highly experience SItecore Architect to troubleshoot production server issue, the CPU always reaching 99% and performance is affected. We tried several methods as mentioned below.

Experienced candidates with proven experience in deploying & configuring Sitecore 9 on production servers must apply and pass technical interview.

We will pay 400$ (FOUR HUNDRED USD) for the successful troubleshooting & resolution of this issue, noting this is TIME-SENSITIVE and must be done today. Troubleshooting will use TeamViewer to connect and find out the issue and resolve it.

Here are the details of what's happening on CD server (4 core, 16GB RAM). Note the server was 8GB but we increased it to 16GB, but still this issue is happening.

1. CPU always goes high near to 99% CPU

2. Solr index takes more then 70% CPU

3. PC is too slow to perform anything

We tried below but didn't work.

1. Stop the service and remove all the Solr Core which is not required (For example Master Index, Marketing Index, Analytic Index etc...) this is for current instance and Please check another instance index as well remove all other instance index as well.

2. I already disabled all unwanted index config files from sitecore.
