Need to make an image into a video. ( Make stars actually move )

As per the picture i have uploaded. I would like the stars to move in the same way as [login to view URL] ( but the stars are instead, yellow. I need the background to me exactly the same colour scheme as the picture i have provided, including the wavy shape going through the middle, the top and bottom of the picture that breaks the image up. These waves look almost white with a lit of opacity added. The image needs to look exactly like the background pic i supplied. I will need to see a preview before i choose!
