Mail Server issues (on windows server 2012 with MailEnable)

Dears,
We are looking for a good technical expert to work on the following issues:
1. MailEnable - Mail Server is not sending emails so need to check SMTP setting tc
2. also mail server is being used to send spam emails so we need to stop this and block all spam email senders
3. mail server is not reachable from outside using trace-route so need to check in detail
Environment: Windows Server 2012, Plesk, MailEnable
Please note that access will be provided using Team Viewer only and in the presence of our resource.
