Show a popup in Wordpress Admin if user has a certain meta value

Hi,
we would like to show a popup in wordpress admin dashboard only if an user has a certain value with 1.
In practice: we have wcj_billing_checkout_field_5 meta value, if it has value = 1 popup has to be shown, only in wordpress dashboard, not in all admin pages. Is it possible?
When we edit that field and remove the value, the popup won't be shown.
