I'd present the data for this app using either a UITableView or UICollectionView, depending on your design preference. Is your admin panel part of the app? I see you have "web" in parentheses, and your description seems to indicate that this may be some web app component.

I can develop a native Android application that - connects to your web service (the website below) to retrieve offers - displays a list of retrieved offers (image, description, location) - selecting a list item opens a detail view including a pinned location on a map, a large image and a description of the offer, and a phone number (perhaps that could open the dailer app) The offer administration website would have - a web service exposed for the android client (iOS clients could reuse this same service) - a simple list or tile view of all offers on the home page - option to create a new offer on the home page - selecting an offer would allow you to edit it on an edit page - each offer item would have a delete button on tile or list item on the home page
