A graphic producing program

I need a small stand alone program to produce heliocharts (fully patented). The various stages used should be simple microsoft or open sourse so that it can be downloaded onto a standardly configured pc and work simply (it can be seen on [[login to view URL]][1]) This is a 3D pattern where the colours depend on certain personal DNA characteristics. The graphic should be in a simple format such as a jpeg or if possible vector based. The files produced will be given a name and stored in a simple file system. It will need to be at a high enough resolution to be blown up to 2 metres by 2 metres without noticable pixilation. The input consist of a name and a series of 32 numbers (these will have to be checked against a list of possible numbers) and these will then determine the colours of the various coils. The input should be able to be cut and pasted as a column from excel or typed in manually. The administrator should be able to add to the list of possible input numbers and assign different colours to each number. They should be able to be stored by simply listing the RGB (or similar) numbers. However these will be fixed and not accessable by the operator without a secure password. A sample of the chart can be downloaded at the website under "theperfect gift". The administrator should be able to examine the number of charts produced and have access to the database. The science behind it is fairly complicated but the actual requirement is simple. either a new 3D graphic is produced every time or one has a standard prerendered graphic but new colours are added. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform must work on a pc running windows. should not require purchasing licences and be open source wherever possible.
