I have already a solution (currently used in production) based on the Asterisk open-source telephony project. It may require some customization for CRM business fields. But this is a proven solution. All you need is a CentOS server I can access to install Asterisk and my code as well as a VoIP trunk. Can run multiple campaigns simultaneously with each their own client interaction script. Can support VoIP agents using soft or hard phones or remote agent with dedicated phone numbers.

Already have a system like this running on the Windows platform - depending on the destiantion of the calls I can host it myself or if you provide a server and SIP trunk for the calls you can host it ...

The project should have a web UI for you to upload the audio files needed to play for the customers. It should have a test function, that dial directly to your phone number to play a demo. Another page for database setting: how should we do the query to collect the phone number. The dialer should be a daemon to create and send call files to asterisk outgoing spool directory. For all this tasks, It will takes about 14 days for me.
