Auto and SemiAutomatic Press Release Submission Tool

I'm looking for a programming team to create a simple press release submission program. I'd like it to be automatic (but also allow a semi-automatic mode where people get to input their own data as well). This software will come preloaded with 80 websites that accept free press release submissions. Most of them have the same forms for submissions, but some are different. Please see the attached documentation for more details. This project should not be to difficult and is spec'd out pretty complete. Do NOT post generic bid proposals. You MUST say "I've read the terms of this project and accept" in your bid proposal. Otherwise you won't be considered. This program will be a standalone xp/vista executable (and dll's) and include and installer and uninstaller. I imagine you'd be using .NET for the framework.
