Craigslist Harvester and E-mailer

I would need a programmer to code a program desired to my needs, which involves advanced scraping of e-mails on Craigslist and importing them to an advanced mailer utilizing many different functions. The software should use multiple threads, have many configurations and be created in an easy to use GUI. This is purely custom made and I am NOT interested in anything else. The past programmers had difficulty with this and could not create this so I will need someone with great skills to complete this project. Strong communication is a must and am willing to pay top dollar for this project.
