Voting in an election with high voter turnout can be a lengthy process. The traditional and intuitive solution has, to date, been to provide more voting machines in precincts where congestion is likely to occur. Oddly enough, this is not always successful. For example, in the recent presidential election in Lower Elbonia, voters at a local precinct with 3 voting machines experienced waits averaging an hour or more. However, average of voting machine use was only slightly more than 1 machine at a time. Analysis of the precinct data showed that the combination of a short ballot, heavy voter turnout and the average length of time that it took to verify the eligibility of a voter combined to produce the long delays and low voting machine usage. Additionally, the analysis showed that there were adequate numbers of voting machines for the number of voters that cast votes within the precinct, but that the bottleneck was in the voter verification process. The Lower Elbonian voter verification process for a voting precinct is designed such that only one voter can be verified at a time. First, a voter produces his or her voter registration card and a pictured ID and shows it to a poll worker. Second, the voter must be looked up in a paper printout. Third, the voter's information must then be read to two other poll workers by the first poll worker. Lastly, all three poll workers must agree that the voter appears in their list of eligible voters and has not previously voted in the election. Surprisingly, the analysis showed that it was the process of manual lookup of voters in the list that produced the greatest delay and that if that delay could be significantly reduced the average wait in a similar situation could be as little as 10 to 15 minutes. Given the above analysis, Lower Elbonia has decided to automate the manual eligible voter lookup process and has assigned you the task of writing a lookup program based on the manual entry of a voter's ID number as listed on the voter's voter registration card. The specifications require an object of class Voter for each voter and that the Voter class objects be placed in and accessed from an vector<Voter> object during program runtime.
