Collecting records from US based utility companies' rebate programs

Freelancers, I will be selecting a web search and data mining expert who can go to every US electricity utility company's website and identify the rebates and incentives that they offer to businesses for certain energy efficiency upgrade measures. I am looking to collect a list of US based utility companies that offer rebates for specific LED and refrigeration measures, as well as the value of the rebate that they offer (ex. $10 per lamp, $25 per motor, etc). I will provide the winning bidder with the criteria of types of rebates I am trying to collect records for and the winning provider will go to the following websites and visit every US based utility company's website to see which one's offer rebates/incentives and enter found information into an excel list: [login to view URL] [login to view URL] For each found rebate, we want you to record the following information: Name of Utility Company, State, Rebate Description, Rebate Value, Unit of Measure, Link to Rebate Webpage (to confirm accuracy).
