This is a very interesting project. However I think that your budget is too low. Do you have a solid set of test images to test the algorithms? I think that the vein segmentation is easy. The hard part is on the vein characteristics extraction. using a SVM as in the paper or a neural network as you suggest I think is not very important probably similar results can be achived with both.
