Data center cooling recommendation

My company is evaluating retrofitting a part of a building into a data center. The systems in this data center space will use about 200 kW of power. We need to understand what is the most economical cooling system and size given a warm, humid environment (i.e., evaporative cooling will not be practical). Project should include total cooling needed (in kW) at peak load plus suggestions on cooling components (economizer, chillers, etc.). With this information we can then assess the feasibility of the project. Should the project move forward and the freelancer has requisite skills, we would continue to work with him/her to create more detailed requirements and designs as a follow on project.
