Created a google sheets document

I am looking for a bid on how much it would cost to get a document created for me. The document would be a year calendar with 4 names that would somehow generate into another sheet every two weeks to easily make a schedule. I am looking to for a couple formulas to calculate that every other Saturday a specific person works and then the weekends that person doesn't work, one of the other 3 people fill in. I would like it to be a master schedule with a link that creates on another sheet that we could "generate" a bi-weekly schedule so that only two weeks could be printed at a time so that we could allow for requested days off. The two-week schedule I've been able to figure out, but making a master sheet that would then generate into a separate sheet that would be easily done by a computer illiterate person (me) is where the difficulty is coming in. Does this make sense? Below is how I imagined the generated copy would look, but the master and getting it to feed into another sheet to generate is where I am having a hard time.
