Application to standardize and geocode addresses

Project is to program an application that will run in batch mode to geocode approximately 4 million US addresses initially, and then approximately 25,000 US addresses every month on an ongoing basis. Geo location data is available for download from the US Census website ( [login to view URL] ); freelancer needs to have experience using US Tiger/Line data, and will need to provide evidence of previous geocoding work. We are flexible about what environment the app will be built in, whether VB or other that will run on Windows 7/8 computer or on a Linux cloudserver (Rackspace Cloud), but running speed is important. Input will be addresses that have been human-entered and not yet standardized, so the project includes an initial step that will process the input to address standardization publication 28 specifications ( [login to view URL] ). Output will be 1) pub 28-standardized address, and 2) longitude and latitude of the address. Output addresses DO NOT need to be CASS certified or verified as existing. The working, fully tested implementation date for the application is May 1, 2014.
