Directory portal (experience a must)

Hi I need a directory portal which will have the following things 1) The customer can post their skills (will have categories and skill sets ) 2) The customer will get a Dashboard with a subdomain . They can administer their profile and skills. 3) When somone search for that skills, it should come up with all the list of skills in that area . A google map shows at one side. 4) when the job is done we need to rate the job of the person. So an email will be sent to the person where the job was done. A list of questions will be sent as a survey 5) payment gateway. (All the script will be provided) 6) Super Admin for us. So that we can manage things from there The website also needs a good attractive template with hard security coding. I prefere MVC php coding. Previous experience with this kind of portal is a must.
