I'm the best candidate because I've played similar games (Darkgalaxy, OGame, etc) and I know most of the common used tools to optimize while playing. I'd do the site in Ruby rather than PHP but just because I handle that much better and will be able to accomplish more in less time. It will be good to maintain it and improve it after. I'd like to know further details and what does the MVP requires.
