Using telescope will probably be slower to develop. For the main part of this web application, you will be better off with a purpose build, small and light script. For all the other parts you could simply use static HTML pages, or any of the readily available CMS scripts. This is what I would do anyway, and it will save you a lot of headaches if/when your website becomes very popular and gets a lot of traffic. It is a nice project if you also have a good marketing plan for it .
