Build a volunteer portal

I got a website that I need to have made for a client. This is a low budget. It is a new organisation that they are starting and they got some money to build this website, but not much. Here I will give you what they want and you can look at it and tell me what you can suggest. I would design it and you build it. I would send a design in PSD or illustrator, whatever suits you best. As you can see it has some different functions like registration for both volunteers and clients. Then it also have a search function. So read it and tell me what you think and what you can offer. The security is VERY important on this site because it will have sensitive information. We also need ti have a agreement that you get payed when the project is finished because the organization wont get the money until this website is done.
