Create simple popup for my website

Create a simple light (semi transparent) welcome popup box for my website. The website is a question and answer website. The aim of the popup is to get users started. We have high bounce rate. This is a simple job for someone good at this. I want javascript or html/css. Just a one page code that I can copy into a html box on my site. Features of the box are listed below The code will be such that: 1. the popup will only come up on users using PC, not mobile 2. the popup will not be intrusive. It will come only once for a user session. It must be stylish and neat 3. the content will be social (follow on twitter button, like on facebook ([login to view URL] twitter @whoigoask) 4. the popup will contain Ask Box and 3 recent questions 5. see [login to view URL] to create ask box and recent question list Attached is a mockup of what I want.
