Advertising to opportunity seekers

I need someone to handle my advertising. I need someone who knows where to advertise for opportunity seekers and how to get the job done. I have started this as a very small project but when I find a company or person that can accomplish what I need done, then it will turn into a very large project. Essentially I have a lot of clients and I help them build their mailling lists and promote a variety of online programs. I use a rotator link or series of rotator ad links to drive traffic--quality traffic to my clients sites and I want someone who can handle this aspect of the promotions for me.
