Android Tablet Startup Mod

Create a modification that allows an image file to display at bootup. After the image file is displayed the browser must launch and display a local web site with html, flash or other video,audio files and java script functionality. Creation of the video, and web site is not required. Any similar content that can then be replaced with our content will work. Web site will be self contained in a single folder to be placed on the tablet. Must work with newest version of Android Tablet OS Timeline is short - so only pros please.
