Create a Mobile Website which installs like an app, but uses a common core (say html5)

Hi I am looking for ideas and quotes for a mobile app-like tool, that can be used to co-ordinate truckers looking for loads in an area and with customers looking for truckers. Steps: 1. Trucker posts I have "x" tons of load capacity on "date", "from city", "to city" at "y" rate per ton. 2. Customer posts i have "A" tons of load with "description" that needs to travel "from city", "to city" within date/ time ranges "from date", "to date" 3. Only central "admin staff" can see the matching details 4. central admin staff tick to select the matched loads 5. driver is notified and accepts (contracts that they will not carry any other loads for that customer in the next 12 months outside of transacting via the app) 6. customer is then notified and accepts (contracts will not give the trucker any other loads in the next 12 months outside of transacting via the app) 7. both notified that the load will be transported from city to city on a date 8. customer invoice sent with agency booking fee included, for immediate payment via the payment gateway. 9. at one hour before due date and time, the app reports the GPS location of the truck and expected arrival time at the client 10. upon departure, the app logs the time against the job number, and does so every hour, until the truck is within 100km of the destination address, where after the location of the truck is also query-able. 11. upon arrival at destination, the date and time is logged 12. customer is sent a sign off request by the system and once successfully off loaded, the customers returned sign-off then closes the job.
