Hello, i am an IT engineer with experience as Android and java developer, also with Apache cordova and libgdx for game developing. I can make any logic you need for the game, add a physics motor (i have used box2d wich includes the main features for every 2d game, collisions, gravity, forces, etc), lights, etc. Libgdx will work for both android and iOS. Depending of what do you need, the level editor may vary. At the end i will send you the app and the sources with proper comments if you need another person to work in the future.
