add new features in Android application

Hi, we need a python developer/agency which can assist us in developing following extensions for our existing website. 1. To add point system for web and app: integrating point system, and user on sign up will get 500 points to start with for free, user will get points mapped with website and per agency; meaning that even if there is N no. of sub user for company, company will get 500 points only. B. service provider will also get 500 points, Once agent/sub-user posts assignment 50 points will be deducted, and when service provider accepts assignment his 50 points will be deducted, C. both user and service providers can purchase point against payment and points will be released by admin or automated system, say 100 points for 100 Rs. 3. To have a block a service provider and block a user feature. So service provider does not receive assignment posted by that particular user. 4. For punctuality we need to have a click image feature, it is app only and image will be stored against that assignment on web and app also, image will have a time stamp on it. 5. We need to built generate bill feature for service provider, web only, for that particular assignment. 6. Seen feature, to show how many service provider have seen that particular assignment. 7. To add,post to individual service provider, in panel option to select all or select individual service provider with feature of selection one or multiple service provider. 8. To add feature of primary admin and sub admin, means MD is in charge of allocating sub domains to his team members/juniors. 9. To add notification counter in menu bar
