Convert GIF to Flash

I would like to convert my site banner that is a GIF to a FLASH banner. The current size of my full-color banner is 65kb and I need it smaller to about 20kb. Its 486x60 size. I want one small animation when members get to the page. I also need installation instructions. The image is a little bit blurred so it may have to be recreated.
