Customer Website Extranet

I need someone to build a website for my customers Only want to spend $500 I have already designed it (see powerpoint attachment) I need a login for my customers that I create and give to them I need to be able to add new logins and I want there to be two membership levels. The two levels will see different web pages and content. (Much like a university login, where students can view their own information and timetables) I need to be able to upload documents for members to download I need to be able to change calendar dates for two separate calendars (for two membership levels) which will be hosted by google calendar I need some members to have limited access to the website (two levels of membership) I need to be able to change content and information such as information about staff and members and other content I need all members to be able to fill out a questionnaire (once only) on their first login I also need some members to be able to fill out an online form monthly that can show them progress and results each month (they should only be able to see their own content and results) The web host will be google Thanks!
