Currency Converter for windows (JAVA / .NET)

Our requirement is for a currency converter using real time exchange rates? 1)The default display should be the real time exchange rate of the pound sterling against the US dollar(expected to retrieve the real time rates from the web every 15 minutes or lesser). 2) The display should be always ON at a suitable location (any of the corners) on the desktop ,transparent to the background. The user must be able to turn the display OFF if required(minimize to system tray as well as exiting the program). The program should be by default loaded on startup. 3) On the right click menu of the default display there must be a "convert" option which on clicked launches a separate window should launch ,capable of accepting user input and converting between Pound Sterling, US Dollars, Euro, Indian Rupees, Australian Dollars, Canadian Dollars,Japanese Yen,Chinese Yuan, South African Rand. The input and output currency type should me made available to the user in form of drop down box. Again the exchange rates must be real time and should be displayed to the user along with the equivalent in the output currency. 4) The right click menu also should have an option called "Display All" , which when clicked shows the real time exchange rates of GBP against all the above mentioned currencies.? 5)Deliverables: Source Code and the Executable file , A simple user manual 7)OS : Window 7, Vista and XP Please develop in .NET or JAVA.
