Create a MINI CMS from a static HTML website

I have a static website for which I need to turn into a dynamic website, with a database and a Content Managment System. The dynamic features of the website will be: - Admin should able to register users. Once they do admin should be able to load information to their accounts in the CMS so they can see it when they log in (each user can only see their personal information). - A "News" (or blogging) section to be manageable from the CMS (title, description and an image). That's all. The site is for a nutritionist, so the admin should be able to load the information of the patient's last visits so he can see how much weight he lost, his progress, and some other information that will be loaded with the specific date of each visit. When the user logs in, I want the information of each visit to be organized by dates, and to be able to depict how much weight he started with, how much he weights now, and how much weight he lost. I might want to compare some other data with the same format too. Also, I need a blogging section in order to be able to load simple articles with title, subtitle, description and an image into the CMS. The content should be shown as a preview in the blog section and the full articles after entering it. I don't want the site to be developed using any kind of blogging or prebuilt CMS software like Joomla, Drupal, Wordpress, etc. I will be providing all the fully designed HTML files in order for the programmer to exclisively programm.
