Assistance Getting Oracle Database Change Notification / ODP.NET working

i would like to use the Database Change Notification functionality in ORacle 10g / ODP.NET.? HOwever, I cannot get it to work.? I believe this is something to do wtih firewall issues? that I do not understand.? The issue is fully documented here.
