Database Software /Web Login Interface

I am the owner of a website design company that needs the following development. To be coded in MySQL, Php, Ajax and CSS with security and scalability in mind as discussed previously. Certain database activity should be logged if possible to a table eg. Table1_history, Table2_history and so on. The software would consist in two parts: DATABASE DUTIES via SECURE WEB LOGIN. Admin Part: (starts with a Admin homepage) 1. Secure login 2. Manage Users -> Add User [3 kinds of user like Admin/Moderator/Viewer] -> Edit User -> Delete User 3. Manage Data (all tables) -> Add Data -> Edit Data -> Delete Data -> Sort Data -> Generate PDF report (will specify template or provider) -> Upload Data via Excel -> Search Data 4. Change password Securely logout Moderator Part: (starts with a Moderator homepage and only sees their related data, specified by Admin) 1. Secure login 2. Manage Data (only their data) -> Add Data -> Edit Data (only data that moderator has added in) -> Sort Data (only their data) -> Search Data (only their data) 3. Change password Securely logout Viewer Part: (starts with a Viewer homepage and only sees their related data, specified by Admin) 1. Secure login 2. View only his data 3. Send form with contact details already filled in 4. Will include simple downloads section also 4. Change password Securely logout The database is very large but for this stage it will consist of 8-12 tables all linking up with different privileges. As previously mentioned the software must be scalable and WILL require further ongoing support and additions as we get in more detail which will be paid in addition. I will send Interface design screenshots, sample tables and table design to successful bidder and after NDA has been completed.
