Cell phone script/databse needed

I know very little when it comes to programming so I don't know the best way to do this, so I will leave it up to the bidder. I need a web-based (with login access) database/script to be created that pulls from all area of Craigslist and shows cell phones (Based on the keywords that I pre-determine, IE blackberry, treo, sprint, etc) for sale in all areas and under a certain price. I then need the script to take the phone model for sale and show the average price that it sells for on eBay. Please include with your bid how this can be done, along with any questions or suggestions you may have.
