Commission Payroll Software

Hi coders, I'm looking to create a software that will help simplify my commission payroll process. I have about 12 contractors that I have to pay right now. I receive all of my info about their sales from our corporate office via Excell. 1st thing I need to do is set up a program that I can enter in what % each rep is getting paid once, and it remains in the system. Then, I want to be able to data dump my excell files into my program, and it automatically adds everything up, and shows me how much there pay will be. Secondly I pay them an upfront amount on how large the deal they close will be. So, I need to enter their info in once to set them up in the system, which will remain there. Then , I need to create a screen where the rep will enter in the $ volume of the account and the % they wrote it. Of which, this info will need to br crossrefrenced to the hard coted cost inside the the program we build. Finally, this info will need to be multiplied by a number of months up front that the rep gets paid. Finally there are misc fees they make money on like terminal sales, and application fees. I need to figure out a similar system for this. I would like for all of this to have a user friendly screen that I can edit easily. I would like for this to be hosted on my website so reps can ente rtheir info in no matter where they are in the country. I do not speak programming language, so forgive me please. In my short experience with Rent a Coder I have learned a few things thus far: 1) I will not be able to work with anyone who does not speak the English language perfectly. I will need someone who has command of all adjectives,verbs,nouns, sentance structure, etc. Please do not bother responding to this email if you do not fit the requirements. I apologize, but because this concept is " a thought in my head", and I will need to be able to have in depth brain storming verbal conversations. Sorry for any inconveinance. 2)More detail: This project will actually do 2 things. To understand, you need to understand how we pay our reps. I am in the credit card processing industry. We make residuals every month on our clients. A client might generate $25 per month in comission. Our reps are all on different pay plans ranging from 6 months up front and 10% comission to 3 months up front 33% comission. This means that the 6 months up front and 10% comission structure for an account that pays $25 per month will pay the rep $150 up front, and $2.5 per month as long as we have the account. To begin, I will need a feature that allows me to enter in reps pay plan. This number will be the formula that the rest of our system will calculate all data. Then the program needs to calculate the up front money. I already have an excell spreadsheet that I can enter in the $ volume of the business + the price they wrote it at, and it will tell me how much they will make per month. I want this program to have all of that info stored ( but I need it editable becuase the costs do change over time). Then, when a rep closes a deal, they will enter the merchant info, the volume, and the p rice. I think they will need to acces this via the web. The only other option is for this to exist on our tiny little company server. (But that will be hard to grow into once we grow to other cities) I need to brain storm on this option. Secondly every month I get a cumbersome excell file from my processor that has all of the residual commissions in it. I want to be able to upload all of this info into our program. I need our program to auto calculate each reps monthly comission. I will need this program to print out 1 page with all of the reps comissions. Last but not least, the design and look of this project. I want it to be an easy " point and click" program. I want their to be a screen for me/ the operator. Then another screen for the reps. I want my screen to have "big pretty, easy to understand buttons". User friendly is big to me. I don't know what the difference will be if this program is written in a langua ge that will be on a disk, or my computer only. Or, a written for the web. I would hate to be soley reliable on the web for such an important task. I'll need to brain storm with the designer. Finally I am learning that my bid was a little high.
