This is for a small utility that is like a watermark stamper but instead of stamping a watermark, may be used to batch "remove" or electronically "white-out" either electronic bates numbers or other stamps or watermarks previously put on an image. I'd need to be able to set the target spot, and size, with a selection tool; it needs to do it batch and doesn't need to display images as it works; It does need to display an image initially to select the target area, and correct if possible after a test run; needs to output and save a copy in a selectable folder (non destructive to original) in the populator formats including Tiff and PDF; shouldn't alter the original size or quality of the image, not much anyway; should be able to redact 1 or a 1000. There is a lot of language out there for this pretty common task. Important: It can't contain anybody else's components that require additional licensing.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
VB.net, VB2005, Express/Full or other compatible languages. VB6 might be acceptible, but in that case the coder will have to help translate at the end, or create modular parts or OCX controls that can be called by those more desirable programs. This program will run in Windows XP environment. All .dlls, ocx's etc and source needed to work with future revisions of the program must be provided by the coder at the end of the task. If coder codes in VB.net or VB2005, I can provide a nice GUI as a starting point, so the coder just codes in the functionality.
