Dear Sir/Madam, From your project description it seems to me that it would be very simple website with login for three types of users. First type of user would be able to upload a video and check tags you've created, second type of user would be able to rate them and leave comments and third type of user would be yourself as administrator of the website. From my experience in building websites, building one that would serve your needs wouldn't be problem at all. I am right now working on a website for an artist, and so far, besides other stuff, I implemented login system, video uploading and text editing (similar to commenting), basically everything your website needs. As for the start date, I would be able to start working on your project after 26th of September and it would take me at most four days to complete.
