CMS Project

I have a personal webpage available at [login to view URL] which I would like to have a content management system created for. Its a small personal page that currently has no profitable use and may never have a profitable use, so please if possible keep bids low. I could get any of the various blog scripts or cms scripts and use that, but I would prefer to have my own created instead of having to try and skin a cms. I would need to be able to add/remove/edit links in the navigation menu and affiliates menu. Add/remove/edit topics in the main content area. That is about it that I can think of in terms of features it would need.
