convert a psd to a joomla template

Hi, i have a PSD that need to be converted into a joomla template. the design has 2 sidebar menus: left - standard menu with tooltip plugin on mouseover. right - a slider menu. once the client clicked on an item in one of the side menus, the design stay the same except the other menu disapears. I will also provide 2 designs for the inner content of two of the site pages. I'll need the template to be compatible with joomla 1.6 the job needs to be complete untill 07/20/11.
