Add functionality and clean up web page.

1. Rewrite existing page so that all excess coding is trimmed. Code is ordered and neat and legible. Page is written in PHP and using PHPAdmin and a 2. Improve usabilty by removing IFRAMES and focusing on mistake-free page. 3. Revising page for errors. By removing IFRAMES some errors should disappear. 4. Re-design Database. Currently flat. It needs to be Relational DB. 5. Re-write program so that it can benefit form this Relational DB. 6. Create different USER capabilities. (ie depending on USER they may or may not see some things) 7. Create a list view of that particulars USERS "documents"
