Create Postgres database and backup from existing data and scripts

Download prebuilt data extracts and scripts. Read instructions and run Perl and shell scripts that ETL and create Postgres database. Once created, QA database and create a backup (pg_dump) database and send to me (it will be ~4gig or more). Details outlined in attached brief. All data and scripts exist, I am looking for someone who knows Postgres, Perl and shell scripting in Unix. Should only take an hour or two if you have the knowledge. Most of that will be reading understanding and computation processing. Please estimate time and provide Bid.
